Job Summary

The Evaluations and Assessments Specialist will lead evaluation, assessment, and research activities for the Jordan MELA team, ensuring rigorous and actionable products aligned with U.S. Department of State priorities. This full-time role is based in Amman from September 2026 to September 2027.

Responsibilities

• Lead design and execution of evaluations, assessments, political economy and market studies, situational analyses, rapid appraisals, and research under the Jordan MELA SOW.
• Develop scopes of work, methodologies, and work plans in collaboration with the Jordan MELA Regional Director and Department of State counterparts.
• Choose and apply qualitative, quantitative, and mixed-methods approaches appropriate to evaluation questions and context.
• Oversee data collection, analysis, synthesis, and reporting for evaluation and assessment assignments.
• Ensure adherence to evaluation quality standards, ethical research practices, informed consent, and do-no-harm principles.
• Coordinate with subject matter experts and local researchers to enhance technical quality and contextual relevance.
• Support preparation of evaluation design reports, final reports, presentations, and dissemination materials.
• Translate findings into clear, actionable recommendations and support learning activities including validation meetings and dissemination workshops.

Requirements

• Master’s degree in international development, economics, public policy, social sciences, statistics, evaluation, or related field; doctoral degree preferred.
• At least 7 years of experience in designing and implementing evaluations, assessments, research studies, or applied social science research.
• Proven experience with qualitative, quantitative, and mixed-methods approaches.
• Experience developing evaluation scopes of work, research designs, and actionable reports for donor or government clients.
• Knowledge of evaluation standards, human subjects protection, and ethical research practices.
• Experience working in Jordan and/or the MENA region preferred.
• Familiarity with U.S. Government foreign assistance programming and evaluation requirements preferred.
• Strong analytical, writing, and presentation skills for technical and non-technical audiences.
• Ability to manage multiple assignments and deadlines in dynamic environments.
• Excellent written and oral communication skills in English and Arabic.
