Lead Commissioning Specialist

Job Summary

The Lead Commissioning Specialist oversees the initiation, coordination, and completion of Testing & Commissioning Works for electrical substation protection and control systems, ensuring alignment with project targets for Safety, Quality, Cost, and Delivery in accordance with contract technical specifications.

Responsibilities

  • Organize and manage all substation tests and prepare test plans with associated procedures
  • Conduct site tests on protection and control systems and establish testing schedules aligned with overall project schedule
  • Manage test equipment calibration and ensure all site tests comply with contract requirements
  • Issue and manage non-conformance reports and prepare as-built documentation with marked-up drawings
  • Centralize test reports, obtain required approvals and signatures, and backup equipment computer files and protection relay settings
  • Ensure compliance with PMH, GRID Quality & EHS Policies and IMS procedures, and record Quality Objectives & KPI data
  • Coordinate daily activities with Client and recommend field changes to support efficient commissioning and plant operations
  • Prepare final Commissioning report and monthly progress reports highlighting problem areas, engineering changes, and performance evaluations

Requirements

  • Bachelor’s degree in electrical engineering or related fields
  • Minimum 7 years working experience as a SAS Testing and Commissioning Engineer in a similar industry
  • Specialized knowledge in Protection & Control and Sub-Station protection including protection panels for voltage levels 400/132/33/11kV (BusBar protection, line protection, BS protection, BC protection, transformer protection scheme check, stability, Load shedding, Capacitors Protection)
  • Strong knowledge of Control panels for different levels including AVR, ABTS, ACCS, AMR and others
  • Good knowledge to prepare interface (CID) files with SAS systems
  • Ability to influence internal stakeholders and functions laterally and upwards to achieve common project goals
  • Ability to communicate key project issues to senior leadership with appropriate visual aids
  • Ability to create genuine team dynamics and shared ownership of project goals
  • Ability to manage customer, partner and external relations under pressure while remaining mindful of business and project goals
  • Strong sense of urgency and drive for results, with natural instinct to be a change agent
