Job Summary

This role involves providing short-term technical assistance to assess and improve the research commercialization and intellectual property framework at a partner university under the HEIG Activity implemented by IREX.

Responsibilities

• Review and evaluate the existing Intellectual Property (IP) policy and commercialization documents to determine adequacy for various commercialization pathways and university–industry collaborations.
• Assess current commercialization processes, institutional roles, decision-making, industry engagement, funding mechanisms, and pathways for translating research to market applications.
• Identify gaps in institutional, procedural, and operational aspects affecting commercialization, including authority, coordination, incentives, and funding.
• Develop a practical commercialization framework covering multiple pathways such as licensing, industry collaboration, joint development, and venture creation.
• Enhance institutional capacity for commercialization and IP management by clarifying roles, responsibilities, decision rights, and coordination mechanisms.
• Provide capacity building for university members on commercialization and IP best practices, framework implementation, and performance monitoring tools.
• Conduct an inception phase including document review and stakeholder meetings, producing an inception report with methodology and plans.
• Deliver reports and frameworks including assessment reports, commercialization policies, SOP manuals, monitoring frameworks, and capacity-building materials.

Requirements

• Advanced university degree in innovation management, technology transfer, intellectual property, business administration, law, engineering, or a related field.
• Minimum of 5 years professional experience in research commercialization, technology transfer, or intellectual property management.
• Experience developing or reviewing commercialization frameworks, IP policies, governance models, or institutional systems.
• Experience working with universities, research institutions, technology transfer offices, or innovation ecosystems.
• Familiarity with university-industry collaboration, licensing, sponsored research, joint development, or venture creation.
• Experience creating implementation plans, monitoring frameworks, KPIs, tools, and templates.
• Proven ability to deliver capacity-building workshops and facilitate stakeholder consultations.
• Strong analytical, stakeholder engagement, facilitation, and report-writing skills in English.
• Previous experience in Jordan or the MENA region is preferred.
