Senior Materials Engineer

Job Summary

The Senior Materials Engineer provides technical oversight and quality assurance for all materials, mix designs, and testing activities across road construction and rehabilitation projects within the RCRC Roads Program.

Responsibilities

• Review and approve material submittals including aggregates, asphalt binders, cement, and geosynthetics against project specifications and standards such as AASHTO, ASTM, and Saudi Highway Code
• Evaluate and approve mix designs for asphalt, concrete, and stabilized layers proposed by contractors
• Oversee source approval and qualification of quarries, batching plants, and material suppliers
• Monitor and audit contractor and consultant testing laboratories for compliance, calibration, and competency
• Standardize materials testing protocols, acceptance criteria, and procedures across the program
• Review non-conformance reports related to materials and recommend corrective and remedial actions
• Conduct field inspections, sampling, and independent verification testing to review laboratory results for conformance
• Coordinate with client, PMCM, contractors, vendors, and third parties to ensure materials compliance is tracked and reported

Must haves

• Bachelor’s degree in Civil Engineering or Geology
• 15+ years of experience in materials engineering with significant exposure to road and highway construction programs
• Strong knowledge of asphalt and concrete technology, geotechnical materials, and pavement design principles
• Familiarity with AASHTO, ASTM, BS, EN or relevant international and regional standards
• Strong report writing, communication, and stakeholder management skills

Nice to haves

• Master’s degree in Materials, Pavement, or Highway Engineering
• Experience working within a PMO or multi-project program environment
• Technical rigor, attention to detail, and analytical problem-solving mindset
• Ability to manage multiple projects and priorities simultaneously
