Testing and Commissioning Engineer

Job Summary

The Testing & Commissioning Engineer oversees the initiation, coordination and completion of testing and commissioning activities for electrical substation protection and control systems, ensuring alignment with project targets for safety, quality, cost and delivery in accordance with contract specifications.

Responsibilities

  • Organize and manage all substation tests and prepare test plans with associated procedures
  • Conduct site tests on protection and control systems and establish testing schedules aligned with overall project schedule
  • Manage test equipment including digital multi-meters, injection sets and watt-meters, verifying valid calibration certificates
  • Verify all site tests comply with contract requirements and issue non-conformance reports when needed
  • Ensure marked-up drawings are prepared for as-built documentation and centralize test reports for approval by Consultant or Client
  • Organize backup of equipment computer files including protection relay settings and equipment configuration for delivery with marked-up drawings
  • Prepare final commissioning report documenting problem areas, recommended engineering changes and personnel performance evaluations
  • Monitor safety procedures including permits, method statements, risk assessments and LOTO compliance during operations

Requirements

  • Bachelor degree in Electrical Engineering or relevant field
  • Minimum 7 years working experience as a Testing and Commissioning Engineer in a similar industry
  • Specialized knowledge in protection and control systems for substations including protection panels for voltage levels 400/132/33/11kV covering bus bar protection, line protection, transformer protection schemes, load shedding and capacitor protection
  • Strong knowledge of control panels for different levels including AVR, ABTS, ACCS and AMR
  • Strong knowledge in SAS design, testing and commissioning
  • Knowledge to prepare interface (CID) files with SAS systems
  • Ability to influence internal stakeholders and functions laterally and upwards to achieve project goals
  • Ability to communicate key project issues to senior leadership with appropriate visual aids
  • Proficiency in English and Arabic
  • Ability to manage customer, partner and external relations under pressure while maintaining business and project goals
