Senior Non-Key Expert – Railways Specialist

Job Summary

NTU International A/S seeks a Senior Non-Key Expert – Railways Specialist to provide technical assistance on railway infrastructure and systems projects globally. The role involves supporting project identification, feasibility studies, policy reforms, and capacity building across Sub-Saharan Africa, Latin America, the Caribbean, and Asia-Pacific regions.

Responsibilities

  • Support identification, preparation and implementation of railway infrastructure and systems projects.
  • Conduct feasibility studies, technical assessments, project design reviews and investment analyses.
  • Advise on rail infrastructure, signalling, interoperability, traffic management and safety systems.
  • Support railway planning, corridor development, operations planning and multimodal integration.
  • Promote sustainable, low-carbon and climate-resilient railway infrastructure and services.
  • Support policy, regulatory and institutional reforms in the railway sector.
  • Provide capacity building and technical assistance to public authorities, infrastructure managers and sector stakeholders.
  • Coordinate with public authorities, railway operators, contractors, supervising engineers, international financial institutions and development partners.

Requirements

  • Master’s degree or equivalent diploma in railway engineering, civil engineering, transport engineering, transport operations, or directly related discipline.
  • At least 15 years of general professional experience in the railway sector.
  • At least 7 years of professional experience in planning, design, supervision or management of railway infrastructure, systems or operations.
  • At least 5 years of professional experience in railway projects in Sub-Saharan Africa, Latin America or Asia.
  • Excellent knowledge of rail infrastructure, rail operations, interoperability, safety, and related policies and international good practices.
  • Proven experience managing complex assignments involving multiple stakeholders including public authorities, infrastructure managers, operators and contractors.
  • Experience applying international and European standards and good practices related to railway infrastructure delivery, including technical quality, safety, environmental and social compliance.
  • Professional experience in G20 Principles for Quality Infrastructure in the rail sector, including feasibility studies, project design, rail operations, interoperability, safety, maintenance and procurement.
  • English proficiency at C1 level (mandatory).
  • Excellent written and oral communication skills and computer skills.

Nice to haves

  • Professional experience in Sub-Saharan Africa region (in situ).
  • Professional experience providing support to governance and capacity building in the rail sector.
  • Professional experience with EU rules and procedures.
  • French at minimum B2 level or Spanish at minimum B2 level.
