Senior Handover & Commissioning Engineer

Job Summary

Parsons seeks a Senior Handover & Commissioning Engineer to lead end-to-end handover and commissioning processes for large-scale infrastructure projects within a Program Management Office environment. The role oversees MEP systems and multi-disciplinary infrastructure including roads, tunnels, utilities, and Intelligent Transport Systems, ensuring all contractual, technical, and stakeholder requirements are met prior to project handover.

Responsibilities

• Lead development and implementation of project-wide handover and commissioning strategies, procedures, and checklists aligned with PMO standards.
• Oversee and validate Testing & Commissioning activities to ensure system functionality, integration, and specification compliance.
• Review and ensure completeness of handover deliverables including As-Built Drawings, O&M Manuals, Warranties, Testing & Commissioning Reports, and Asset Registers.
• Manage and track Substantial Completion requirements including Construction Acceptance Tests, Snag Lists, and Road Safety Audits.
• Coordinate with stakeholders and authorities to secure handover approvals, permits, and clearances.
• Review contractor submissions including method statements, T&C plans, and close-out documentation.
• Monitor contractor and PMCM performance on handover readiness and enforce corrective actions.
• Advise PMO leadership on handover risks, partial completions, and operational readiness.

Must haves

• Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, or related discipline).
• Member of Saudi Council of Engineers.
• Typically 10+ years of experience with significant exposure to infrastructure projects and handover/commissioning phases in Saudi Arabia.
• Experience in PMO or client-side roles on large-scale or megaprojects.
• Familiarity with local Saudi regulations, authorities, and handover processes.

Nice to haves

• Strong knowledge of Testing & Commissioning processes across multi-disciplinary infrastructure systems.
• Familiarity with GIS/asset management systems and digital handover requirements.
• Proficiency in PMO systems and document control platforms such as Aconex, PMWeb, or Unifier.
• Ability to work under pressure and manage multiple priorities across a program environment.
