Senior Non-Key Expert – Aviation Specialist

Job Summary

NTU International A/S seeks a Senior Non-Key Expert in Aviation to provide technical assistance on aviation infrastructure and air transport projects globally, with focus on Sub-Saharan Africa, Latin America, the Caribbean, and Asia-Pacific regions. The role involves supporting project identification, feasibility studies, airport planning, and policy reforms for sustainable and resilient aviation development.

Responsibilities

• Support identification, preparation and implementation of aviation infrastructure and air transport projects
• Conduct feasibility studies, technical assessments, project design reviews and investment analyses
• Advise on airport master planning, infrastructure development and air connectivity planning
• Support aviation safety, security and compliance with international and European standards
• Promote sustainable and low-carbon aviation with measures for energy efficiency and reduced environmental footprint
• Integrate climate resilience, disaster risk reduction and environmental considerations into aviation infrastructure planning
• Support policy, regulatory and institutional reforms in the aviation sector
• Provide capacity building and technical assistance to civil aviation authorities, airport operators and sector stakeholders

Requirements

• Master’s degree or equivalent in aeronautical engineering, airport engineering, civil engineering, transport engineering, aviation management or directly related discipline
• At least 15 years of general professional experience in the aviation sector
• At least 7 years of professional experience in planning, design, supervision or management of aviation infrastructure, airport systems and/or air transport services
• At least 5 years of professional experience in aviation projects in Sub-Saharan Africa, Latin America or Asia
• Excellent knowledge of airports, air transport, aviation safety, air connectivity and sustainability aspects, including related policies and international good practices
• Proven experience managing complex assignments involving multiple stakeholders including public authorities, civil aviation authorities, airport operators, airlines and contractors
• Proven professional experience across the full project cycle of aviation infrastructure investments from feasibility studies through operation and maintenance planning
• Knowledge of development aid delivery methods
• English proficiency at C1 level (mandatory)
• Excellent written and oral communication skills and computer skills

• Professional experience in Sub-Saharan Africa region (in situ)
• Professional experience providing support to governance and capacity building in the aviation sector
• Professional experience with EU rules and procedures
• French at minimum B2 level or Spanish at minimum B2 level
