Research Consultant: Jordan country study, Return Implications for Host Economies

Job Summary

This role involves conducting a detailed country study on the economic impacts of Syrian refugee returns in Jordan, focusing on labor markets, consumer demand, local services, public finances, and investment, to support policy dialogue and regional recommendations.

Responsibilities

• Document the economic contributions of Syrians in Jordan by sector and location, and changes since December 2024.
• Evaluate the effects of returns on labor markets in key sectors and localities, including vacancies, wages, labor costs, and supply chains.
• Analyze impacts on consumer demand and local markets, including housing, retail, and cash assistance changes.
• Assess changes in local services and public finances related to education, health, water, waste, and electricity.
• Examine how businesses and donors adjust hiring, expansion, mechanization, relocation, and financing due to returns.
• Develop country-level policy recommendations to support economic adjustment benefiting host and refugee communities.
• Review existing studies and data to refine research questions and avoid duplication.
• Coordinate with other country study consultants and present findings for validation and feedback.

Requirements

• Minimum 7 years of experience in labor or development economics, political economy, or related fields with mixed-methods research leadership.
• Strong knowledge of Jordan’s economy and labor market, including Syrian work-permit regimes and sector access.
• Experience conducting key informant interviews and focus groups with diverse stakeholders including employers and public authorities.
• Proficiency in analyzing secondary data such as the Jordan Labor Market Panel Survey and labor force surveys.
