Principal Program Controls Engineer

Job Summary

The Principal Program Controls Engineer provides senior-level support in managing cost, pricing, forecasting, and change-management activities for a major program. This role ensures project financial data is accurate and aligned with budgets, contracts, schedules, and objectives.

Responsibilities

• Develop and monitor program budgets and cost baselines, tracking actual costs and forecasts.
• Prepare cost reports, financial forecasts, and estimate-at-completion reports while monitoring cost trends.
• Review contractor and supplier pricing submissions and prepare independent cost estimates.
• Manage the change-control process including assessment of change requests and maintaining change registers.
• Prepare monthly and quarterly program controls reports and updated financial forecasts.
• Coordinate cost information with planning, procurement, contracts, and project delivery teams.
• Support negotiations by providing detailed cost and commercial analysis.
• Monitor contractor submissions and support resolution of variations and claims.

Must haves

• Bachelor’s degree in engineering, quantity surveying, construction management, finance, project management, or related field.
• Significant experience in project controls, cost engineering, commercial management, or program controls.
• Experience with large infrastructure, construction, transportation, buildings, or development programs.
• Strong knowledge of budgeting, cost control, forecasting, pricing, and change management.
• Experience reviewing contractor quotations, variations, claims, and change orders.
• Advanced skills in Microsoft Excel and other project-control or financial systems.

Nice to haves

• Experience with Primavera P6, ERP systems, or program-management information systems.
• Professional certification such as PMP, AACE, CCP, PSP, MRICS, or equivalent.
