Lead Cost Engineer – NEOM

Job Summary

The Lead Cost Engineer is responsible for cost reporting and control for the closeout portfolio, managing budgets, accruals, commitments, cash flow, funding, and forecasts to provide clear cost insights to the Project Controls Manager and senior stakeholders.

Responsibilities

• Oversee cost reporting across the portfolio and establish the monthly cost control cycle, data needs, and review schedule.
• Manage approved budgets, allocations, transfers, and cost coding for multiple contracts and workstreams.
• Develop and update detailed forecasts, forecast-at-completion positions, and closeout cost estimates.
• Handle the monthly accrual process including validation, reconciliation, aging review, and removal of unsupported or duplicate accruals.
• Monitor commitments, actual costs, pending liabilities, settlements, and remaining exposure until contract closure.
• Prepare cash flow forecasts and funding needs for termination, demobilization, preservation, settlement, and closeout phases.
• Reconcile data from SAP, Oracle Unifier, commercial records, and project reports, resolving significant discrepancies.
• Lead cost contributions to weekly, monthly, closeout, preservation reports, dashboards, and presentations.

Requirements

• At least 20 years of experience in project controls and cost management.
• Minimum 10 years of experience on major projects in Saudi Arabia and/or the GCC.
• Experience managing cost control on mega-projects or mixed-use programs with multi-billion SAR portfolios and numerous contracts.
• Extensive knowledge of budgets, accruals, forecasts, commitments, cash flow, funding, and cost reconciliation.
• Experience supporting contract termination, demobilization, preservation, final account, or closeout activities.
• Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Project Management, Business, Finance, or related field.
• PMP, CCP, RICS, AACE, or similar certification preferred.
• Experience with Owner, IPMT, PMC, or major programs is preferred.
