ITM Subject Matter Expert (SME)

Job Summary

The ITM Subject Matter Expert (SME) will provide technical leadership and specialist oversight for Intelligent Transportation Management Systems (ITMS) and related smart mobility technologies during construction and commissioning of a major highways project.

Responsibilities

  • Lead as the main technical authority for all Intelligent Transportation Management and ITS components.
  • Review and approve contractor submissions such as designs, shop drawings, material submittals, method statements, testing procedures, and commissioning plans.
  • Oversee installation, integration, and testing of ITS and traffic management systems including TMC, CCTV, VMS, ATC, traffic signals, incident detection, fiber optic networks, SCADA, road weather systems, and vehicle monitoring.
  • Ensure compliance with project specifications, Saudi standards, international best practices, and road authority requirements.
  • Monitor contractor performance and provide technical guidance to site supervision and construction teams.
  • Coordinate with client representatives, operations teams, utility authorities, contractors, suppliers, and other engineering disciplines.
  • Lead factory acceptance tests, site acceptance tests, integrated system testing, commissioning, and handover activities.
  • Identify technical risks and propose mitigation measures to support successful project delivery.

Requirements

  • Bachelor’s Degree in Electrical, Electronics, Telecommunications, Transportation Engineering, or related field.
  • At least 15 years of experience in ITS, traffic management systems, or smart mobility infrastructure.
  • Experience on major roads, highways, expressways, or urban mobility projects.
  • Background in construction supervision, testing, commissioning, and operational readiness of ITS systems.
  • Strong knowledge of ITS Architecture, Traffic Management Centres, ITS Communications Networks, Fiber Optic Systems, Traffic Operations, ITS Integration and Commissioning, and cybersecurity for transport systems.
  • Familiarity with international standards and guidelines such as AASHTO, NTCIP, IEC, ISO, and Saudi regulations.
  • Experience working in Saudi Arabia or the Middle East is preferred.
  • Excellent stakeholder management, communication, and technical reporting skills.
  • Professional registration or chartered status is advantageous.
  • Experience with major highways, smart city, mobility, or transportation technology programs and projects for authorities like RCRC, MOT, MOMRAH, Ashghal, RTA, or similar.
