Job Summary

The Data & AI Strategy Consultant will lead public sector transformation projects in Saudi Arabia, combining technical expertise in AI strategy with commercial skills to support government proposals.

Responsibilities

• Lead the creation of detailed technical and financial proposals for complex government RFPs, including pricing and resource planning aligned with public procurement rules.
• Manage cross-functional consulting teams delivering strategic projects focused on data and AI transformation.
• Develop Current State Evaluations, Data Maturity Assessments, Target Operating Models, and multi-year execution roadmaps for Data & AI.
• Serve as the main on-site contact for project steering committees, managing relationships with senior government stakeholders.
• Navigate project scope changes and ensure alignment among executive-level stakeholders.

Requirements

• Bachelor’s degree in Computer Science, Software Engineering, CIS, or MIS.
• At least 13 years of IT consultancy experience focused on Data Strategy, AI transformation, and bid management.
• Strong knowledge of the Saudi market, preferably with experience consulting Saudi government entities.
• Proven skills in translating national visions into actionable data maturity frameworks and in proposal writing and resource modeling.
• Expertise in designing Target Operating Models for Data and AI, including data architectures, AI readiness, governance, and strategic planning.
• Ability to explain complex data architectures to non-technical government leaders and guide engineering teams.
• Certifications: PMP, Agile/Scrum Master, CDMP.
• Professional proficiency in English and native or fluent Arabic.
• Strong soft skills including action-orientation, resilience, ownership, stakeholder management, communication, problem-solving, and managing complex engagements.
