specialist oversight for Intelligent Transportation Management Systems (ITMS) and related smart mobility technologies during construction and commissioning of a major highways project.<\/p><h3>Responsibilities<\/h3><ul><li>Lead as the main technical authority for all Intelligent Transportation Management and ITS components.<\/li><li>Review and approve contractor submissions such as designs, shop drawings, material submittals, method statements, testing procedures, and commissioning plans.<\/li><li>Oversee installation, integration, and testing of ITS and traffic management systems including TMC, CCTV, VMS, ATC, traffic signals, incident detection, fiber optic networks, SCADA, road weather systems, and vehicle monitoring.<\/li><li>Ensure compliance with project specifications, Saudi standards, international best practices, and road authority requirements.<\/li><li>Monitor contractor performance and provide technical guidance to site supervision and construction teams.<\/li><li>Coordinate with client representatives, operations teams, utility authorities, contractors, suppliers, and other engineering disciplines.<\/li><li>Lead factory acceptance tests, site acceptance tests, integrated system testing, commissioning, and handover activities.<\/li><li>Identify technical risks and propose mitigation measures to support successful project delivery.<\/li><\/ul><h3>Requirements<\/h3><ul><li>Bachelor&#8217;s Degree in Electrical, Electronics, Telecommunications, Transportation Engineering, or related field.<\/li><li>At least 15 years of experience in ITS, traffic management systems, or smart mobility infrastructure.<\/li><li>Experience on major roads, highways, expressways, or urban mobility projects.<\/li><li>Background in construction supervision, testing, commissioning, and operational readiness of ITS systems.<\/li><li>Strong knowledge of ITS Architecture, Traffic Management Centres, ITS Communications Networks, Fiber Optic Systems, Traffic Operations, ITS Integration and Commissioning, and cybersecurity for transport systems.<\/li><li>Familiarity with international standards and guidelines such as AASHTO, NTCIP, IEC, ISO, and Saudi regulations.<\/li><li>Experience working in Saudi Arabia or the Middle East is preferred.<\/li><li>Excellent stakeholder management, communication, and technical reporting skills.<\/li><li>Professional registration or chartered status is advantageous.<\/li><li>Experience with major highways, smart city, mobility, or transportation technology programs and projects for
